Bug: Modals within the text editor don't work

Bug introduced when editors were changed to modals:

When I try to open any functions in the text editor that function as modals, they do not work. I cannot use them, nor close them, and I also cannot close the entire editor once this happens, so I have to close the entire tab.

Confirmed this with the "embed iframe" modal, although it's inconsistent - sometimes I can click on it. But mostly not.
