The timetable for this specific escalator should be:
Jun 01-Oct Sa[-1]: Mo-Su,PH 07:00-02:00; Oct Su[-1]-May 31: Mo-Su,PH 07:00-22:00

As seen here:

On the tool, it says that on the 2023-10-28 the escalator is open only 0:00-2:00, when it should also open 7:00 to 2:00 of the next day.
Is the tool or my rule wrong?

You found a bug. Thanks for reporting! With Jun 01-Oct Sa[-1], the end date of that range is not the last Saturday but one day before.
