icdiff and a whole bunch of other Python-dependent formulae were migrated to python@3.12 without revision bumps (because the main packages haven't changed) on Oct 4, so your local brew thinks your existing install (which depends on python@3.11) is already up-to-date.

brew reinstall icdiff to "upgrade" icdiff, then brew rm python@3.11. Rinse and repeat with other python@3.11-dependent formulae that brew subsequently complains about.
