Create List dialog frozen

I would expect the Create List from the Starred dropdown menu to work like all other modal dialogs -- you do the work, click Create, it does its thing and the dialog closes

Instead the dialog simply freezes in a "Creating..." state.

But the list creation actually DOES happen -- After refreshing the page it is shown in the list drop down. Repeating the process results in the same freeze:

Creating a list from the stars page (e.g. https://github.com/oaustegard?tab=stars) DOES work as expected

I'd like to add a bit of context to this issue since it seems to be an a18y issue.

The "Create list" modal dialog is not focusable by mouse click or keyboard navigation. Instead, the focus remains locked inside the star dropdown which is obvious when I hit tab key on keyboard.

Someone should look into this, since it affects accessibility and overall UX of the lists feature. Related discussion without answer: #141435
