CLA apps requesting permission to read all private email addresses

I want to contribute to a project but after creating a pull request, I'm asked to sign a CLA via a GitHub app that wants access to all my private email addresses. Is this considered normal behavior? Why can't such apps just request access to the public email only? Or does GitHub API provide no way to do that?
