Had some weird issues on water quality graph and resource upload, need more testing to ensure everything works fine.

@JerryPeng0112 can you please update the title of this issue to be a little more descriptive?

For example, somehow the outliers in pH graph are not filtered. Also, some resource upload causes trouble and causes the db to break.
