Truncated horizontal scroll bar after changing table column size

Environment

• Package version(s): @blueprintjs/core: 5.10.3, @blueprintjs/table: 5.1.5
• Operating System: Windows 10 Home edition
• Browser name and version: Google Chrome 127.0.6533.120

Steps to reproduce

1. Open the link mentioned above
2. Click and hold on the right border of the "Timezone JSON" column
3. Move mouse cursor to the right outside of the table visible area and release the left mouse button

Actual behavior

Left side of the appeared horizontal scroll bar is trucncated(left arrow icon is not visible):

Expected behavior

Entire scroll bar should be visible:

Possible solution

If continue to work with the table after step 3(clicking, scrolling, hovering) scroll bar becomes fixed automatically.
