Complete track status reconcilliation of Hydrocron with CMR

We are able to query Hydrocron by granuleUR to determine what is in CMR but not in Hydrocron but we are not able to determine what is in Hydrocron but not in CMR.

To complete the reconciliation we could:

1. Set up another global secondary index on the "range_start_time".
2. Set up a scan operation that gets run at a specific interval or event (e.g., monthly, after reprocessing, etc.)

Once this is in place, we can delete granules from Hydrocron as described in #140.
