Add clickable 'Allows Cloning' tag to books with licenses which permit cloning #395

Directory users want to quickly identify which books can be cloned and revised/remixed to their network. To help them do this more quickly, all books which have a license that permits cloning (all licenses EXCEPT for All Rights Reserved and the two ND licenses), should display a clickable tag that says 'Allows Cloning':

When clicked, the tag should become 'active' and the following filters should be applied 'NOT All Rights Reserved, NOT CC BY ND, NOT CC BY NC ND':
