Add API for tool to delete itself?

I think a tool should only be able to delete itself, not delete a tool using an arbitrary ID. But a tool may want to delete itself if you begin to initialize it but it is in an invalid state when another event happens (e.g. open pocket and add a new tool while still setting up this one)
