Look like the tests for the v2 api are now failing because of the way we are doing things now. Since, travis does not have the required gCloud credentials it cannot upload files to the bucket. Does travis allow configuring credentials?

Should we mark file upload as a configurable option and do it the old way depending on a set options flag? Then the tests can just test the old way.
