add a GitHub interface

@jywarren Sounds awesome. The bot needs its own Github account and use the API in order to make comments on Github issues and pull requests, so a good first step would be to start out making one.

Maybe we can add links here to the GitHub API, and/or any node modules that may already wrap the GitHub API and make implementation easier?
