Implement OpenTelemetry, as described in https://github.com/rapidsai/build-infra/issues/139

Additional context

• add telemetry setup to test cudf#16924
• add telemetry stuff for conda-cpp-build workflow shared-workflows#247
• Add otel wrapper gha-tools#118
