Compare it to https://github.com/pypa/distlib

Description

It feels like this package functionality may overlap the one of https://github.com/pypa/distlib , which is the an official package of pypa and is already used in some other packages.

So a comparison is needed.

I also wonder if it makes sense to retire the overlapping functionality of this package and mayhe merge the one missing in distlib into it and retire this package completely.
