Prohibit left turns out of centroid connectors onto arterials #101

This was something that worked well with the Geary network, so this is a 
possibility for easing gridlock.

Lower priority item but we can try this.

We should check with INRO about stop sign possibilities too; are vehicles 
coming from centroid connectors yielding to traffic already on the street?  Or 
does Dynameq act the same way as in an unsignalized intersection, which is that 
everyone takes their turn?

If the latter, we might want to implement stop signs to make the vehicles from 
centroids yield.
