Add tax type Domestic Excise

Describe the bug
Domestic Excise tax type not recognised.
At the moment, both clients have no payments and one client has no returns and the other only has one nil return (ack-return)(no submitted form) for one account name.
This limits what I can access but if that's all that's there then it's fine for now.

Expected behavior
Recognise this tax type because currently no actions can be run for any tax type on these clients.
