Setup Ledger tests on windows

Feature Request

We test Ledger using Speculos emulator and use ledger-app-dev-tools Docker image. At the time of writing this issue, there no such image for Windows (I've created an issue for it). If that won't change, we should perform setup manually (most likely following this guide or simply install speculos, cargo and crate cargo-ledger.
