Add memory usage tests for steps that require more than average memory resources

We need to monitor the memory usage of the steps that require significant memory resources (identified as more than the average memory used by the other steps). In this ticket we are adding memory regression tests. This is related to https://jira.stsci.edu/browse/JP-3775
