docs: add a cluster.* GUC quick-reference table to the configuration guide

Add a compact table to docs/user-guide/configuration.md listing each cluster.* GUC with its type, default, and a one-line effect — a scannable reference alongside the prose. Values can be read from the GUC definitions in the source.
