Inconsistent high DPI support #4

Tested in Windows 10, WinPython64-3.4.3.3

Too small for high DPI:

Default size of window, only just fits menu options (minimum window size).
Default size of image is tiny.
Cursor size is miniature.

Are properly scaled:

The file menu and window header are appropriately scaled.

None of these problems are critical, it is possible to drag the window larger and zoom in.
