Summary

Write E2E Integration tests for the relayer using Signing rules.

Submit the TSS phase 1 Job request
Start Athena and Hermes local chains
Make a v-anchor deposit transaction
Submit AUP proposal to Signing Rules contract
Watch for the TSS Phase2 JobResultSubmitted event
Submit anchor update proposal to linked anchors.
