Issues with environment variables on UWP #6

There are a couple stale PRsfloating around in the ROS2 repositories related to UWP and environment variables:

ros2/rosidl_typesupport#31
ros2/rcl#280

I'm not positive these are still problems or if they've been sufficiently resolved. Investigation needed.
