Add instructions to rules on how to deal with ORT Scan Report violations #152

Currently the feedback on found violations in the ORT Scan Report consist of filler text: "A text written in MarkDown to help users resolve policy violations which may link to additional resources." Replacing these with helpful instructions will improve the usefulness of the ORT Scan Reports.
