[CI] Setup the CI

• Check clippy

• Check fmt

• Check build

• Check tests

• Create workspace for all models (we need to figure out if we should have a workspace first).

• Update CI Yaml to build workspace.

Added super basic CI action to check all four. However, this is only for squeezenet-burn crate. We need to add this crate to a workspace and update CI action to build for the whole workspace.
