User should be told at beginning about menu and skipping through the form - Web/Mobile #291

It was unclear to users that you could move between different parts of the case report form by using the menu at the side (especially on the app where the menu is not always visible). Also was not super clear to them which questions were required and which were not.
I think you should be able to skip around the questions (even the required quick submit ones) before you have answered them; you should just not be able to submit the case without having answered those questions.
