Re-implement tables for the main covidexitstrategy.org page in Python #15

Right now, the main tables on the site are backed by https://docs.google.com/spreadsheets/d/1ZhwP0GZTz50myibSaWsMXOVQKx9DQaJO4rN1i58Rrjc/edit#gid=237779988 -- which Ryan updates manually.

Can we recreate much of this data using our Python processing pipelines, so Ryan doesn't need to manually create it?
