Implement a "pre talk" worker for task that should happen bevor a talk start

• Render Bauchbinden
• Tweet / toot before the first talk of the day starts
• Create events on voctoweb (if relive is enabled)

We recently talked about how this could be implemented in the Tracker. I suggested an additional miscellaneous ticket, that can be worked on independent of recording and encoding. We should probably discuss this in a separate issue.

Hmm. This could be a use case for staging/staged ;) The staging state is nowadays more annyoing to the user than when it was invented, I fear.
