check previous versions, i.g. REC can not switch to NOTE
check potential track switch (compare the status of the previous version) -- same as 1?
limit who can publish:
1. REC track: only WG can publish to REC track,
2. Note track: accessible to WG/IG/TAG/AB
3. Registry track: is accessible to WG (not sure for IG,TAG,AB?)
