Link to resources in documentation

Right now just have a single page to keep track of tools (e.g. block explorers, playground, wallets, etc.).

We should include links to the Tools page (and not links to the tools themselves) contextually - that is, in articles. We can link to the tools page to minimize any broken link issues (normalized links ).
