This cookbook is not available via the OpsCode site, correct? Any plans on releasing it through the OpsCode site to make it easy to grab using Berkshelf?

We don't currently have plans to put this on the OpsCode community site.

You can pull from git via Berkshelf or Librarian Chef, and Berkshelf even has a convenient syntax to grab from github. For this cookbook you could put this in your Berksfile:

cookbook "shibboleth-sp", github: "wharton/chef-shibboleth-sp"
