Define a new Template view for op:ScaledQuantityKind instances that shows only the information appropriate for a meteorologist user.

Of particular interest will be the unit of measurement and the base quantity kind to which the scaled quantity kind is related - noting that the term generalization is confusing for non-technical users, so alternative language is required.
