Add Language Enhancer plugin (#935)

This plugin helps non-native speakers sound more like native New Yorkers
by analyzing conversation transcripts for grammar, style, and word
choice. It focuses on areas such as:

	•	Grammar and Syntax
	•	Vocabulary and Word Choice
	•	Idioms and Expressions
	•	Style and Register
	•	Cultural Nuances

The plugin provides concise, constructive feedback to help users improve
their language skills in everyday conversations, even when transcripts
are fragmented or contain incomplete sentences.

I’ve added the plugin to the community-plugins.json file as per the
submission guidelines.
