Release 0.5.35

Packages the network/provider recovery and completion-bounded Loop safeguards merged from #141.

Behavior

• provider session.status=retry remains authoritative and cannot be stale-aged into idle
• transient Loop-owned transport/provider failures use bounded backoff and refund the failed logical run instead of consuming --max-runs or ordinary failure budget
• a two-minute stuck-retry watchdog acts only on a Loop-owned active turn, then refunds/reschedules it
• successful real turns reset consecutive network backoff
• plain /loop devam et remains intentionally unlimited
• explicit bitene kadar / projeyi bitir / until done idle loops stop only after two consecutive verified terminal/no-work replies

• CI green on minimum OpenCode 1.4.0 + latest, Ubuntu + Windows
• real OpenCode host canaries green
• V2 lifecycle contract green
• Single-file Bundle Gate green with source/bundle freshness

This PR is draft until one-shot metadata preparation finishes and the exact release head is green. The helper workflow is removed before merge; npm publication will use the existing release/npm-v0.5.35 trusted release path from the verified main commit.
