Make count_tab compatible with umi_tools extract (#654)

* Fix order of UMI and CB extraction from read string, and update count_tab docstring

* Fix byte-encoded strings written out in count_tab

* Update tests for count_tab to reflect CB-UMI switching of order and no longer writing out byte-encoded strings

Remove count_tab test fixing script

* Update docstring for count_tab

* Delete old count_tab test file
