CTSM Software Engineering Developer Team Guidelines

Guidelines for the CTSM Software Engineering team that bring developments into the main-line development of CTSM. Primarily this is for the team in the ctsm-software@ucar.edu email group and recognized in the markdown README shown in the opening CTSM github page. It includes both scientific and software engineering staff working at NSF-NCAR as well as critical external collaborators working on CTSM.
