Approved Changes before to make the gateways a bit easier to build in the cost and allow for mass fabrication to be used to make building cheaper.

All Gate has the same changes

Health: 10000 > 7500
EnergyCost: 30000 > 25500
MassCost: 3000 > 2550
BuildRate: 120 > 135
BuildTime: 4097 > 4100
T2FabAjd: -0.0075 > -0.0125
T3FabAdj: -0.0375 > -0.2
