Using sidekiq-throttle, allow users to configure job concurrency when a job meets the user's pre-defined filter.

# some_controller.rb
class SomeController < ApplicationController
  async :create, CreateSomething, { keys: ["storage_facility", "external_id"], concurrency: 1 }
end
