GOVENANT (govern + covenant) is the open standard for provable, governed AI agents. Most agent systems perform — fluent plans, satisfied logs, nothing verifiably shipped. We named that failure mode performed autonomy, built the audit instrument that catches it (it caught our own system twice — we published both failures), and distilled the cure into a standard anyone can implement and anyone can be audited against.

The three laws

Law Promise
1 · Prevention Rules are code paths and constraints, never prompt text. An agent cannot act outside its charter.
2 · Assertion "Done" means a verified outcome exists in the record — never the agent's self-report.
3 · Coverage Every duty is on a roster, diffed against reality daily. Silence itself raises the alarm.

Why trust this standard?

Because it flunked its own exam in public. The reference implementation was audited three times: 2026-07-02 · FLATLINED (excellent architecture, zero delivery) → 2026-07-07 · PERFORMED (real work, fake governance) → 2026-07-13 · ALIVE (the first documented revival, traced end-to-end by ID). The GOVENANT Standard is authored by Scott Fielder and stewarded by iii.partners, its first implementer. The specification is free to all — including competing implementers — under CC BY 4.0, by covenant: open, forever.
