Updaters now open one PR per module (shared module-update.yml) instead of pushing straight to main, and dispatch cache-server's external nix-build mode, which builds every config against the PR head and merges the PR natively on success. main only advances after a green build.
The github-script step read CHANGED/PR_TITLE/HEAD from process.env but the env block was missing, so every run looked like 'nothing changed': the update branch was pushed but no PR was ever opened and cache-server was never dispatched.
