Summary
Updated kong/public-shared-actions to v2.7.3 which will use docker.io registry instead of ghcr to workaround the rate limiting issue we're encountering.
FIXME: the dockerhub trivy image when run as container still attempts to download trivy-db internally from GHCR that seems to be failing. So to unblock our development we have to temporarily disable the cis scan.
