Downstream migration of LagoVista/Logging exposed LagoVista.Core.TestBase as an existing NuGet contract. Its Package.nuspec already existed under tests, but the new package workflow only scanned src.
This change expands package discovery to src and tests, producing 14 repository packages. Feature build 5.0.0-feature.14 completed successfully with 0 warnings / 0 errors and produced LagoVista.Core.TestBase alongside the existing Core package set.
