feat(skills): add Drakkars CI operations profile

Summary

• add nine portable GDS skills for fleet orientation, auditing, run triage, workflow design/optimization, onboarding, rollout, and performance verification
• encode the public-product/private-estate authority boundary and no-job-cancellation invariant
• add a dedicated drakkars profile and packaged gds-drakkars plugin
• add 144 trigger cases and nine output-evaluation tasks
