Outcome
Aligns the canonical agent-first CI/Drakkars skills with real-job-only fleet operation. Rollout evidence may come only from naturally occurring project jobs; synthetic, benchmark, soak, canary, manual rerun, empty-commit and cancellation traffic created for qualification is forbidden.
Fleet audits now cover the contended 75% repository envelope, uncontended full-fleet use, private-free routing and queued/already-running repository correlation.
