dump1090: enable SoapySDR support

Description of changes

Adds SoapySDR support to dump1090 so that SDRplay and any other devices supported by SoapySDR can be used.

The addition of the showconfig target will print the configured options to the build log as well.

Here are some commands for testing SoapySDR support, depending on the device you have:

dump1090 --device-type soapy --device driver=sdrplay
dump1090 --device-type soapy --device driver=rtlsdr

Note that dump1090 --help doesn't print ENABLE_SOAPYSDR as one of the build options in the header even when support is enabled.

• Tested basic functionality of all binary files (usually in ./result/bin/)
• 24.11 Release Notes (or backporting 23.11 and 24.05 Release notes)

  • (Module updates) Added a release notes entry if the change is significant
  • (Module addition) Added a release notes entry if adding a new NixOS module
