feat: migrate lifecycle writers to canonical states

Summary

• migrate settings config, console fallback, and generated profile assets to canonical lifecycle states
• normalize legacy lifecycle values once at the Worker sync boundary before KV writes
• keep legacy runtime_enabled read compatibility only for explicit existing live deployments
• align two stale console fallback live claims with the authoritative fail-closed platform config

Safety boundary

• no broker/runtime permission is added or removed
• current authoritative platform-config has no legacy runtime_enabled live entry, so no live authorization was invented
• live still requires all explicit deployment fields and an empty blocked reason

Validation

• 115 Python tests passed
• Worker validation passed
• config check, Ruff, and diff check passed
