Release v0.2.4

This release adds support for data in Requester Pays Google Cloud Storage buckets with the --requester_project argument in the runner script and the REQUESTER_PROJECT field in the configuration JSON file. Other improvements to the pipeline are:

• The container now uses the google/cloud-sdk container as a base image.
• The default Sentieon version is updated to 202010.01.
• Adds a PIPELINE_REGION field in the configuration JSON file to control the Life Sciences API region.
• Other minor bug fixes and improvements.
