In CI, .github/actions/setup-pnpm/action.yml runs pnpm install, and pnpm documents that frozen-lockfile mode is enabled there by default. Because this commit leaves pnpm-lock.yaml specifying js-yaml@^4.1.1 and lodash-es@^4.17.21, the install exits with ERR_PNPM_OUTDATED_LOCKFILE before every workflow using that composite action can run. Regenerate and commit pnpm-lock.yaml for these two manifest changes.
