Modernizes and streamlines the project configuration, build, and CI/CD workflows. The main changes include migrating to PEP 621 metadata in
pyproject.toml, updating and simplifying the GitHub Actions workflows, and upgrading pre-commit hooks and dependencies. It also adds a security policy and updates legal and author information.
