Noticed that
npm run testhas been broken since #2245, so clearly not used anymore (npm run cypressworks),insights tests are not running anywhere, we can clean up the CI bits, including pre-caching containers,
that allows merging more CI logic where the only difference is
/api/vs/api/galaxy/,and removal of unused scripts, configs and README sections :).
