  1. Removes use of MetaIntegration and Agent from arxiv-base 

    `agent` and AWS kinesis hasn't been used for years.

Removes use of `MetaIntegration`. In arxiv-base `MetaIntegration` was a idea to
use a py metaclass to eliminate the use of a factory function. The down sides of
this were poor typing and lack of clarity.
